Could a stiff neck and no fever be symptoms of meningitis?

My 3 year old woke up with neck pain. She is in so much pain that she can not move it with out crying. Could you have a stiff neck and no fever and have meningitis or is it just that she slept on it the wrong way.

    If her only symptom of meningitis is a painful neck, I wouldn’t suspect that she has it.

    If she is showing none of the other signs of meningitis, like: fever, rash, vomiting, headache, coughing, loss of consciousness, confusion or delirium, or eye sensitivity, or dizzy spells. I wouldn’t be concerned. If it persists take her to the pediatrician tomorrow, but if it worsens to include the above symptoms go to the ER immediately.
